Hi Aaron, IYC Philippines started with a Core Group. Find a very reliable, trusted and hardworking young people around 10-15 that can work with you who also shares the same vision you have for IYC Canada. 

Set goals, then met regularly, online or offline. Start being felt in social media. I was able to grow my previous organization via social media - not much resources used but effective strategy.

Hey Aaron-

The IYC chapter of the USA had just been started, so we are still in the dreadful recruitment process. However, I think we will be rolling soon. As for as the other national chapters go, they have done a lot. If you check the IYC Facebook page, you can see that other chapters have done various things from donating wheelchairs to local hospitals to hosting a regional summit/event. I'm sorry if this doesn't help much. If you are interested in starting a chapter, I suggest you get a big group of friends who share the same ideals. It gets hectic if you are by yourself.

As far as resources go, they do provide some information on how to organize your chapter and operate. There will be someone who will help you along the way if you have any inquiries. As far as funding goes, I haven't looked much into that, but I believe it will be up to the chapter to apply for those private funds.
